Members
Legal Authority: Board of Supervisors Minute Order on August 18, 1998.  Board action of June 30, 2000 approved continuation of committee upon revising the bylaws; revised bylaws approved per Board action on July 3, 2000; revised bylaws approved per Board action on February 19, 2002; revised bylaws approved per Board action on February 21, 2006.
Membership Qualifications: Seven members consisting of one appointment from Supervisorial Districts 3, 4, and 5; two at-large members appointed by the Supervisors of District 1 and 2; and two at large members appointed by majority vote of the Board of Supervisors.
Committee members must reside within the greater Bakersfield area as defined by the 2010 General Plan boundaries. Current City and County officials are ineligible for Committee membership.
Term: Pleasure of the Board
Duties: Monitor legislation affecting the annexation process; monitor local annexation policies and procedures; consult with LAFCO staff and attend LAFCO meetings regarding annexations; examine annexation policies and procedures of selected California jurisdictions for possible application in Kern County; update County annexation materials to ensure accuracy; provide a forum for citizens to discuss annexation issues; advise the Board of Supervisors on annexation issues.  The scope of the Committee's duties is geographically limited to the greater Bakersfield area as defined by the 2010 General Plan boundaries.
Officers: The Committee shall elect a Chairman and Vice Chairman by nomination and majority vote of the Committee at the first quarterly meeting of the Committee in every odd-numbered year. The Chairman shall preside over the meetings of the Committee. The Vice Chairman shall preside in the absence of the Chairman. The terms of the Chairman and Vice Chairman shall be two years. If the Chairman or the Vice Chairman resigns from office, the Committee shall elect one of its members to serve the remainder of that officer's term at the next quarterly meeting of the Committee.

The Committee shall elect a secretary by nomination and majority vote of the Committee. The Secretary shall be responsible for preparing and posting the Committee's meeting agenda, preparing and publishing the minutes of the Committee's meetings, and retaining all relevant documents of the Committee in compliance with the Ralph M. Brown Act (Government Code Section 54950 et. Seq.).
Staff Support: The County Administrative Office will provide necessary staff support to the Committee.
Meeting Place and Time: The meeting place and time of the Committee shall be established by majority vote of the Committee provided that the Committee shall meet quarterly and at regular times.
