Kern County Board of Supervisors Resolution No. 71-393 dated May 25, 1971,
and revised by Minute Order dated October 30, 1979; Resolution 84-733, dated
December 4, 1984, set term to Pleasure of the Board; name changed to Comprehensive
Economic Development Strategy (CEDS) Committee approved by the Board of
Supervisors on February 1, 2000; CEDS Committee reorganized by Resolution
2002-408 on October 8, 2002; Resolution 2003-373 of August 26, 2003, rescinded the Conflict of Interest
Code and Oath of Office requirement, amended CEDS Committee Bylaws, and affirmed advisory role of CEDS
committee. |
| Membership Qualifications: |
Ten (10) members. Each member of the Board of Supervisors shall make two
nominations to the CEDS Committee, one an ethnic minority and another who
satisfies one or more of the other "categories of representation"
such that no more than two CEDS Committee members shall represent the same
vocation. Members shall be appointed pursuant to EDA guidelines to include
the following categories and representation: local government, business,
industry, finance, agriculture, the professions, organized labor, utilities,
education, community organizations, public health agencies, the aged, disabled,
racial or ethnic minorities, women, the unemployed or underemployed. Minority
representation shall be inclusive and reflective of the population of the
area served (Census 2000 = 50.5% minority). |

To serve at the pleasure of the Board of Supervisors, coterminous with
nominating supervisor. |
| Duties: |
The CEDS Committee oversees the CEDS process and is responsible for developing,
updating, and maintaining the CEDS. The CEDS process involves continuous
planning to address the economic problems and potential of an area. The
CEDS includes an analyses of local conditions, identification of problems
and opportunities, a vision and goals for the area served, strategies to
accomplish these goals, and activities to implement these strategies. The
CEDS Committee prioritizes all projects proposed for U. S. Department of Commerce
Economic Development Administration grant assistance and included within
the CEDS. |
