Workforce Investment Board - Youth Council
Members
Legal Authority: The Workforce Investment Board (WIB) was established on January 4, 2000 to carry out the duties of the Workforce Investment Act (WIA). A further requirement of the Act is the establishment of a Youth Council as a subgroup of the local WIB. The Youth Council was established on April 25, 2000. Membership of the Youth Council is appointed by the WIB in cooperation with the Board of Supervisors. On February 2, 2010, deleted thirteen vacant positions from membership list. Membership revised on August 17, 2010 to add one more Student Other representative.
Membership Qualifications: Membership of the local Youth Council shall be composed of members from the following categories: business, education, community-based organizations, public agency, and other. Membership shall include: Members of the local WIB, representatives of the Youth Service Agencies, including Juvenile Justice and local law enforcement, representatives of local public housing authorities, parents of eligible youth seeking assistance under WIA, individuals and representatives of organizations that have experience relating to youth activities and representatives of the Job Corps.
Term: Three-year staggered term.
Duties: Development of a coordinated youth policy; coordinate local vocational and educational activities related to workforce preparation; development of the youth portion of the local Workforce Investment Act plan; recommend providers of youth activities to be awarded grants or contracts on a competitive basis to ensure high quality programs; oversight of these providers; coordinate youth activities authorized under the Workforce Investment Act; performance of other duties as determined to be appropriate by the WIB chairperson.
Meeting Place and Time: Career Services Center, 1st Floor Conference Room, 5121 Stockdale Highway, Bakersfield CA 93309. The Youth Council shall meet no less than four times per year. Contact Employers’ Training Resource at 336-6849 for date and time information.
Compensation: Members shall serve without compensation but shall be reimbursed for any actual and necessary expenses incurred in connection with their duties as Youth Council members which will be paid by Federal funds.
Ethics Training: Pursuant to State law, on or after January 1, 2006, any person newly appointed shall successfully complete a course in ethics training approved by the Fair political Practices Commission and Attorney General. Each member is required to complete this training every two years.
