Lisa Green

District Attorney

Lisa Green, a native of Buffalo, New York, graduated from Fresno State University in 1980 and attended the University of San Diego Law School, graduating in 1983. While in law school, Mrs. Green wrote for the Law Review, was a member of the Moot Court Board, and received the Order of Barristers Award. She joined the Kern County District Attorney's Office as a law clerk in 1983 and became a Deputy District Attorney upon passing the Bar exam in 1983. She has prosecuted over 110 felony trials, the majority of those cases involving homicides and sexual assaults. Mrs. Green was promoted to Supervising Deputy District Attorney in 2001 and in 2009 she was promoted to Chief Deputy District Attorney. In 2010 she was elected District Attorney, the first woman in Kern County to hold that position.

Scott Spielman attended Moorpark Junior College and Fresno State University after being honorably discharged in 1987 from the U.S. Army as a sergeant and a Military Policeman. After graduating from Fresno State University, Mr. Spielman attended and graduated from McGeorge School of Law in 1993. He joined the Kern County District Attorney's Office in 1994 and he has worked in the Misdemeanor, Preliminary Hearing, General Felony, Juvenile, Rural Crime and Special Prosecutions Units. Since 2006, he has also supervised the Special Prosecutions, Misdemeanor and Preliminary Hearing Units. He has prosecuted over 100 felony jury trials, with almost half of his trials involving murder, sexual assault or serious child abuse charges.

Mark Pafford, a Bakersfield native, graduated from Pepperdine University in 1993. Mr. Pafford graduated from McGeorge School of Law in 1996 with Great Distinction and received the Order of the Coif award. He joined the Kern County District Attorney's Office in 1998 after two years in civil practice. Mr. Pafford has worked in the Misdemeanor, Preliminary Hearing, Juvenile, Gang, White Collar, and Special Prosecution Units. In 2008 he was promoted to Supervisor where he supervised the Complaint Desk and General Felony Unit. He has prosecuted over 60 jury trials with the majority of his trials being gang and special prosecutions.

 

Scott Tunnicliffe, Chief Investigator

Chief Investigator Scott Tunnicliffe came to the District Attorney’s Office in 2013. Chief Tunnicliffe has been in law enforcement since 1981. During his career he has served as a patrol officer both in a rural and a metropolitan environment, and a Detective working Narcotics, Sexual Assault and Child Abuse, along with Computer and Internet crimes. He dedicated over 20 years as a Hazardous Devices (Bomb) Technician with the Bakersfield Police Department and rose through the ranks of Sergeant and Lieutenant. Chief Tunnicliffe holds a Bachelor of Science from the University of Phoenix along with a Management Certificate from P.O.S.T.

 

Tammi Noe, Laboratory Director

Ms. Tammi Noe graduated from Garces High School in 1986 and received a Bachelor of Science degree from Boston College in 1990. She began her career as a criminalist in Kern County in 1994. She has worked as an analyst in the Toxicology, Drug Analysis and DNA Units. In 2012 Ms. Noe was promoted to the position of Supervising Criminalist and in that role became the Quality Assurance Officer for the Crime Laboratory. Ms. Noe has been a valued member of the Kern Regional Crime Laboratory for twenty years, and was appointed as Laboratory Director in July 2015.

Scott Johnson is a graduate of California State University Bakersfield with a Bachelor of Science degree in Finance with a concentration certificate in Real Estate. He joined the District Attorney's Office in 2010 with 10 years of County experience, which included 5 years of service in the Auditor/Controller's Office.
