Applications Programming/Support
Description: Develop and maintain computer applications. This includes: large integrated mainframe systems for criminal justice, property tax assessment, financial management, and payroll/personnel; web-based systems for criminal court calendars, online employment applications, events calendar, Request For Proposal postings, and County construction project status. This area also includes database administration for mainframe and network-based database management systems.

Desktop Support
Description: Provide desktop-level support to departments that don't have technical staff of their own. Responsibilities include:
  • Troubleshooting hardware, operating systems, and software problems
  • Working with the mainframe support staff to establish and maintain connections to the mainframe from PC's, terminals, and other devices

Electronic Mail (E-mail)
Description: Coordinate the Countywide e-mail system, which includes internal e-mail, Internet e-mail, and personal/group calendar functionality.

File Server Backup
Description: Provide centralized backup services for departmental servers (Novell and Windows), including weekly full backups and daily incremental backups.
Hardware/Software: Several Novell and Windows servers running CA's ArcServe; high capacity tape drives with built-in changers

Local Area Network (LAN) Administration and Support
Description: Administer and support various departmental LAN's, which provide connectivity between devices within a department.

Mainframe Access and Support
Description: Support the County's IBM z890, including:
  • Installing, testing, and maintaining the mainframe hardware and all mainframe systems-related programs, including zOS level 220, the operating system of the z890 mainframe computer
  • Providing connectivity to the mainframe from PC's, terminals, printers, and other devices
  • Advising all other ITS sections on the proper and efficient use on MVS and its component subsystems
Hardware/Software: IBM z890 mainframe running zOS, TCP/IP, VTAM and CICS. Approximately 40 individual non-IBM software packages installed on the z890
Users: All County departments using centralized mainframe applications

Operational Support
     Help Desk
Description: Provide 24 x 7 support for Kern County's computer resources.

Remote Access/Virtual Private Network (VPN) Administration
Description: Provide Virtual Private Network (VPN) access to County employees, which allows employees to access the WAN from sites outside of the County.

Telecommunications Services
Description: Coordinate departmental telecommunications needs, including:
  • Administering PBX and Voice Mail for more than 12,000 extensions and 7,000 voice mail boxes
  • Processing departmental requests for new or changed services/equipment
  • Processing termination of services and the removal of equipment
  • Ensuring that repair service requests are processed in a timely and efficient manner, and coordinating the repair activity with departments and responding vendors
  • Administering Call Accounting and billing services
Hardware/Software: Telecom manages twenty-five large business PBX systems, of which seventeen are interconnected to form the County Telecommunications Network. Telecom supports more than forty County Facilities with large business PBX systems, more than two dozen small business systems, and ten Voice Mail systems throughout the County.

Wide Area Network (WAN) Administration and Support
  • Description: Administer and support the County's Wide Area Network (WAN) which provides connectivity between departmental networks and information systems as well as access to centralized information resources. Part of this maintenance includes maintaining a County firewall to protect internal network resources from outside attacks. Major metropolitan areas connected to the WAN:
    • Ridgecrest
    • Taft
    • Arvin/Lamont
    • Lake Isabella/Kern River Valley
    • Mojave
    • Delano
    • Shafter
  • Hardware/Software: Over 70 Wide Area Network links and a high-speed backbone on downtown campus, over 7500 PC's/workstations, 1200 peripheral devices (printers, etc), 250 mainframe terminals
  • Users: All County departments that are linked to the County WAN
