1. Can I transfer to a different classification?
You may transfer to a civil service position in another County department which is either the same classification or a different classification with the same salary and similar qualifications. You must have both permanent status within civil service and have passed probation in your classification to be considered for transfer. Refer to Civil Service Rule 1000 for additional information.
2. How can I find out about transfer opportunities ?
The Personnel Department Web site lists transfer opportunities, including contact information. It is updated frequently. You may also want to contact the departments that you are interested in to determine if a vacancy exists or is anticipated.
3. If I transfer to another department, do I serve a probationary period?
Yes. The probationary period for transfers is 60 days.
4. If I take a voluntary demotion, do I serve a probationary period?
No. A voluntary demotion assumes that, because you were successful in a higher classification with higher pay, you should be qualified to perform satisfactorily in a lower classification. It is important to remember that you cannot return to your former position if things don't work out.
5. Does my increment date change if I get a new position in another department?
Your increment date changes if you are promoted to a different classification. If you transfer to another position in the same classification, your increment date will not change.

6. I was promoted, but my supervisor tells me I probably won't pass probation. Can I go back to my old job?
Yes. Refer to Civil Service Rule 704.10 for details about promotional probationers.
7. What can I do if my department refuses to flex me to the next level in my classification?
Promotions within a flexible classification are not automatic. Your department must recommend that, due to your performance, you merit promotion to the next level. Discuss with your supervisor what steps you might take to improve your chances of being considered for promotion.
8. Can I be required to work shifts if the position wasn't designated as shift during the recruitment and hiring process?
Yes. Such changes may be necessary to carry out the work of the department.
9. Is there a Civil Service Rule regarding shift bids?
No. In some cases, shift bids and other conditions of employment are addressed in the Memoranda of Understanding (MOUs) negotiated between the County and the unions that represent defined groups of County employees. Individual departments may also have policies about work assignments. Find Your MOU
10. When I was hired, I enjoyed my assignment and the unit I worked in and I did my work well. I was recently assigned to a different unit where the work is totally different. The new job is not what I was hired to do. Has the department violated my employment rights?
No. Departments have the authority to change assignments. If you believe that your work is significantly different from that typically done by others within your classification, you may request a classification review.

11. If I purchase back prior time (extra-help, etc.) will it count toward my county seniority date?
No. It applies only to your retirement benefits.
12. When does longevity pay start?
Longevity pay starts at the beginning of the pay period after the employee has become eligible. Consult the Memorandum of Understanding (MOU) that applies to your position for details. Find Your MOU
13. If I take a county civil service exam during my regular workday will I be paid?
If you take a county civil service exam during your regular work hours, you will be paid. If an exam is given on a day that is not a scheduled workday, you will not be paid overtime.
14. My position was reclassified. When will the reclassification take effect?
After a reclassification has been approved by the Civil Service Commission, the Board of Supervisors must amend the salary ordinance. The reclassification is usually effective at the beginning of the pay period following Board action. Consult your department payroll clerk for the exact date.
15. Who can have access to my personnel file?
In most cases, those who seek information contained in your file must have your permission by way of a signed release, or court-ordered subpoena.

16. How can I review my personnel file?
Contact the Personnel Department at least 2 business days prior to the time you wish to review the file. When you come to review the file, you will be asked to present photo ID and to complete a simple form which verifies that you reviewed the file.
17. I don't agree with my performance evaluation. What can I do?
The performance evaluation process provides you with the opportunity to have your evaluation discussed with you by your department head. If you still disagree after that discussion has taken place, you may submit a written rebuttal through your department head to the Director of Personnel within 30 days of your performance evaluation. Your rebuttal will be retained in your personnel file.
18. I have been terminated and I would like to appeal to the Civil Service Commission. What do I do?
The rights and responsibilities of employees who have been dismissed, suspended, or demoted are addressed in Civil Service Rule 1700.
19. I have been refused additional leave of absence time by my department. What can I do?
If you have not exhausted the limits of the type of leave that applies to your situation, you may appeal your department's refusal to the Civil Service Commission. Refer to Civil Service Rule 1200 for information.
20. I'm resigning to take another job. How much notice must I give?
As a courtesy to your department, the customary 2 weeks' notice is recommended. To resign in good standing from Kern County, a minimum of 1 week's notice must be given.
21. Can I take terminal vacation if I am resigning?
No. Terminal vacation is only permitted when an employee retires. If your department permits you to use vacation before your resignation takes effect, your last day with the County must be a work day.
22. If I resign from my County job, but later want to work for the County, can I get my old job back?
If you leave the County in good standing, you may request to be placed on a re-employment list for positions in your former classification. See Civil Service Rule 505 for requirements and time limits or contact Kern County Personnel for details.
